Inventory of openness of the official statistical data in Russia “ODIN Russia”
The project on inventory of the openness of official statistics ODIN Russia is carried out by the All-Russian Public Organization "Russian Association of Statisticians" (RASt). It is methodologically and organizationally linked to the global Open Data Inventory (ODIN) project which is conducted by US-based nonprofit and non-governmental organization Open Data Watch (ODW).
The project description
The goal of the ODIN Russia project is to conduct an inventory of official statistical data published on the websites of Federal Statistical Service (Rosstat) and other Russian Government agencies in order to ascertain their compliance with the internationally recommended standards of coverage and openness. The inventory is conducted by independent volunteers under the supervision of RASt, and statistical officials receive information about the results only after the inventory process has been completed. The project is financed exclusively from the RASt's own resources and is not linked with any program on data openness or the development of official statistics carried out or funded by the Government of the Russian Federation.
The inventory is carried out according to the methodology and the system of criteria developed by ODW. The details of the methodology are available here. The consistency of the methodologies makes the results obtained by the RASt comparable to the results of the global ODIN project. However, the RASt takes into account not only the data published by the National statistical office (Rosstat), as ODW usually does, but also the results published on the websites of other agencies participating in the national statistical system of Russia, such as Central Bank, Ministry of Finance, etc., therefore the results of ODIN Russia are more comprehensive for our country than the standard ODIN results. ODW and RASt consult each other on methodology and results, but RASt publishes the results of the inventory for Russian Federation by itself and is fully responsible for them.
Using the ODIN Russia results
Individuals and institutional units can (repeatedly) use the data placed on this site free of charge and without restriction of the territory and time of use; ODIN Russia results can be copied, published, modified and combined with other information, be used for non-commercial and commercial purposes.
Users are required to:
Use ODIN Russia results only for lawful purposes;
Do not distort results when using them;
Make reference to the source of information.
